Urban Municipal Administrators Association of Saskatchewan (UMAAS)

The Urban Municipal Administrators Association of Saskatchewan (UMAAS) began in the mid-1950’s with the unanimous support of the Saskatchewan Urban Municipalities Association (SUMA). The Association along with the Provincial Government establishes standards and examinations to increase members’ proficiency, knowledge and skill with respect to the performance of their professional duties.

They also have established an educational program for persons who apply for membership in the Association.

The UMAAS of today is faced with a challenging and increasingly complex field. The Association is confident that these challenges will be met as effectively today as they have in the past.

2023 UMAAS Fall Workshop

The Enhanced Municipal Administration Program, or EMAP, is a four-part workshop series delivered by Advisory Services from the Ministry of Government Relations. This past winter, the first workshop was delivered and focused on the foundations – understanding The Municipalities Act, the different types of municipalities and restructuring and understanding the role of the Ministry. In this fall workshop, municipal advisors will be delivering Workshop 2: Bylaws, Streets and Roads and Public Utilities.

These workshops are intended for all CAOs/Administrators, and Municipal Staff. At the conclusion, time will be allocated for a question-and-answer session respecting the workshop topics or any other challenges or hot topics.

How to Register?

Please complete the attached registration form, indicating the location where you will be attending.  A registration fee of $105.00 ($100.00 plus GST of $5.00 for a total of $105.00 per participant) is required. Please make cheque payable to “UMAAS”. To ensure a place in the workshop, we suggest you register early. Please email your registration form to the Director in charge of the specific location at your earliest convenience and mail your cheque to the respective mailing address by October 5, 2023. No refunds will be issued for cancellation after October 6, 2023.

Registration starts at 9:00 am and workshop starts at 10:00.

2023 UMAAS Salary Survey

UMAAS Members,

It is time again to undertake a comprehensive salary survey to assist in updating the UMAAS Salary Guideline for 2024. The last survey was conducted in 2020.

The information gathered in the UMAAS Salary Survey is the basis for updating the salary categories and ranges. In addition to the survey information, we will also look at salary information from fraternal organizations and national and provincial data.

Please note that we are asking for this information to be submitted by September 30th. We will need time to sift through the information and provide a recommendation to the UMAAS Executive. The goal is to have an approved UMAAS Salary Guideline in place for upcoming wage and salary negotiations with your respective Councils.
