Who We Are:

The Board of Examiners (BoE) is established by agreement between the Urban Municipal Administrators Association of Saskatchewan (UMAAS) and the Saskatchewan Urban Municipalities Association (SUMA) to administer the municipal administrator certification program. The Board establishes certification criteria and fees, reviews applications, and issues, suspends, or cancels certificates in accordance with the Board of Examiners Agreement and Schedule “A”.

Certificate Types

The Board of Examiners issues the following types of certificates in accordance with the Board of Examiners Agreement and Schedule “A”. Applicants are responsible for ensuring they apply for the appropriate certificate type and submit all required documentation.

1. Conditional Certificate

A Conditional Certificate may be issued to an individual who is enrolled in, plans to, or has successfully completed, the educational requirements toward a Standard Certificate but has not yet met all training or experience requirements. Conditional Certificates are issued with specific terms and conditions that must be met within a prescribed timeframe.

2. Standard Certificate

A Standard Certificate may be issued to an administrator who has met the required educational qualifications and has completed a minimum of 1,800 hours of municipal administrative experience, either through on-the-job training under an approved mentor or by working in a municipality under the supervision of a qualified Chief Administrative Officer. All applicants must also successfully complete an office inspection. Upon completion of the office inspection, it is the administrator’s responsibility to submit an application for a Standard Certificate. A completed Evaluation and Training Document, signed by an approved mentor and including the competency profile chart, is required as part of the application.

3. Advanced Certificate – Level I

An Advanced Certificate – Level I may be issued to an administrator who holds a valid and subsisting Standard Certificate, has completed a minimum of 3,600 hours of service as an administrator in one urban or northern municipality since the issuance of the Standard Certificate, and has fulfilled the education requirements set out in Table 1 of the Board of Examiners Agreement.

Courses that were used to obtain a Standard Certificate may not be double-counted toward the education requirements for an Advanced Certificate – Level I. Applicants must complete additional approved coursework beyond those previously credited toward their Standard Certificate. Completion of the Advanced Local Government Authority Certificate does not automatically satisfy the Advanced Level I education requirements; applicants are responsible for ensuring their coursework aligns with Table 1.

4. Advanced Certificate – Level II

An Advanced Certificate – Level II may be issued to an administrator who holds a valid and subsisting Advanced Certificate – Level I, has completed a minimum of 9,000 hours of service as an administrator in an urban or northern municipality since the issuance of the Advanced Certificate – Level I, and has fulfilled the education requirements set out in Table 2 of the Schedule of Approved Courses. Of the required service hours, a minimum of 3,600 hours must be completed in a single urban or northern municipality.

Courses previously credited toward a Standard Certificate or an Advanced Certificate – Level I may not be reused toward the education requirements for an Advanced Certificate – Level II. Applicants must complete new and distinct approved coursework beyond that applied to earlier certificates. All applications are reviewed by the Board of Examiners to verify certification status, service hours, eligible coursework, and compliance with Board policy.

Certification Process – Step by Step

  1. Confirm Eligibility
    Review certificate types and ensure you meet the required education, service hours, and prerequisite certifications.
  2. Secure a Mentor (if required)
    Where applicable, obtain an approved mentor in accordance with the Mentorship Policy.
  3. Complete Evaluation and Training
    Complete the Evaluation and Training Document, including the competency profile chart, signed by an approved mentor.
  4. Complete Office Inspection
    Successfully complete an office inspection in accordance with Board of Examiners procedures.
  5. Submit Application and Fee
    Submit the appropriate application form, all required documentation, and the prescribed non-refundable fee. Incomplete applications will not be processed.
  6. Board Review and Decision
    The Board of Examiners reviews the application and renders a decision in accordance with the Board of Examiners Agreement and applicable policies.

Important: Applications are reviewed at the scheduled Board of Examiners meetings. The Board meets quarterly, making it essential that all required documentation is complete at the time of submission. Incomplete, unsigned, or deficient submissions may delay review and will be followed up on after the Board meeting. It is the applicant’s responsibility to ensure their submission is complete; the Board Secretary is not responsible for following up for missing information, and approval is not guaranteed.
